Does anyone have suggestions for learning more about measuring the benefits of HR systems? How can we assign value more precisely to "a good hire," "a redesigned department," or "a well-trained project team."

We can be fairly precise in measuring the "cost of turnover" or the "costs of recruitment, selection, and testing," but it's a bit trickier to calculate the benefits side of the ledger.

I would appreciate any ideas about metrics for measuring HR benefits.
